竞赛规程的通知各省、自治区、直辖市、计划单列市轮滑协会、各行业体协办公室、各体育院校轮滑项目管理部门，中国轮滑协会训练基地、团体会员：
为推动轮滑运动发展，中国轮滑协会定于2023年8月4日至8月6日在中国浙江·海宁国际轮滑运动中心举行第九届中国·海宁国际速度轮滑公开赛。
现印发竞赛规程，请积极组织参赛。

(一)成年/青年组
1.男、女组 200米双人计时赛(追逐)

4.男、女组 10000米积分淘汰赛
5.男、女组 3000米接力
(二)少年甲乙组
1.男、女组 500米+D争先赛

1.男、女组 200米计时赛

九、参加办法
(一)每队可报领队1人、教练2人，各组别运动员男、女各5人，每人限报2项(接力赛除外)。
(二) 接力赛允许队内同性别运动员上跨一个组别参赛 (此条款适用于上一组别不足三人时；丙组运动员不允许参加接力比赛)、不允许不同单位联合组队参赛。
(三)参加教练组的中国籍教练员须持有中国轮滑协会颁发的等级教练员证报名，外籍教练员需出具相关证明。
(四)年龄分组
成 年 组：2004年12月31日(含)以前出生。
青 年 组：2005年1月1日至2008年12月31日之间出生。
少年甲组：2009年1月1日至2010年12月31日之间出生。
少年乙组：2011年1月1日至2012年12月31日之间出生。
少年丙组：2013年1月1日至2014年12月31日之间出生。
少年丁组：2015年1月1日至2016年12月31日之间出生。
教 练 组：1973年1月1日至2003年12月31日之间出生。
十、竞赛办法
(一)比赛场地为周长200米国际标准赛道，涂层地面，弯道有坡度。
(二)执行中国轮滑协会最新审定的《速度轮滑竞赛规则与裁判通则》及世界轮滑联合会最新修订条款。
十一、报名与报到
(一)报名
1、持有中国居民身份证或护照的人员均可报名参赛，不接受个人报名，报名截止日期：2023年7月21日(含)。

(二)报到与离会
1、参赛人员于2023年8月3日报到，4日上下午熟悉场地，4日晚和5-6日比赛，7日离会。
2、报到地点：海宁市育才路2号国际轮滑中心三楼
(三)提交资料要求
1.中国居民身份证(户口本)或护照；
2.人身意外伤害事故和疾病医疗保险单；
3.身体健康证明承诺书；
4.自愿参赛责任书；
5.反兴奋剂承诺书;
6.赛事服务费缴费证明(缴费截图与备注队伍名称等)。
备注：将以上6份资料照片整理成一个文件夹并备注清楚代表队名称，领队姓名，电话在截止日期前发送至报名邮箱。

赛事服务费：200元/人报名时缴纳，支付宝收款二维码如下：

十三、录取名次及奖励办法
(一)各单项分别录取前6名(教练组前3名),1-3名颁发奖牌、证书、奖金；4-6名颁发证书、奖金。
(二)报到缴费不足6人(队)的组别减1录取，报到缴费不足3人(队)，取消该项目。
(三)各单项奖金分配：(单位：人民币元)税前
十四、免责声明
凡报名参加本次活动者，均视为具有完全行为能力。鉴于轮滑活动存在一定的不可控制的意外风险，赛事组织方不对非活动组织原因所致的个人意外事故负责任。参与者必须自行评估本次活动存在的个人意外事故的客观因素和风险。敬请所有参赛运动员提前自行办理个人意外事故保险事宜，做好自身疫情防护等安全工作。

PARTICIPATION
1. 1 manager and 2 coaches per team are allowed for registration. 5 athletes per age group men/woman per team are allowed. Each athlete can only register two races.(except relay race)
2. Relay race allow athletes of the same gender to cross one older age group to participate (this clause only applies when there are less than 3 athletes in the same team’s age group. athletes from Youth C are not allowed to participate in relay competitions), different teams (including same team’s team 1& team 2) are not allowed to race in same unit in relay race.
3. Coach’s certification by CRSA is required for Chinese athletes in coach group. Proof document is required for foreign athletes in coach group.

Senior: Born before December 31st, 2004(including)
Junior:Born on January 1st , 2005 to December 31st , 2008
Youth A: Born on or after January 1st, 2009 to December 31st , 2010
Youth B: Born on or after January 1st , 2011 to December 31st , 2012
Youth C: Born on or after January 1st , 2013 to December 31st , 2014
Youth D: Born on or after January 1st , 2015 to December 31st , 2016
Coach Group: Born on or after January 1st , 1973 to December 31st, 2003
COMPETITION
Competition Venue: 200m with 6m wide track international standard with coated surface and banked corners.
The competition will be conducted in accordance with the latest regulations of World Skate.

Registration Location: Haining international roller skating center (third floor), No.2 Yucai road ,Haining.
EXPENSE
Registration fee of each athlete: RMB 200 for Track.(International team should pay in cash RMB)
All teams should arrange their accommodation by themselves.
PLACING AND AWARDS
Only ranking top six will get awards.(top three for Coach Group).
The first three athletes will be awarded with medals, certificates and prizes. The fourth to the sixth athletes will be awarded with certificates and prizes in each event.
If the total number of athletes or teams in an event is less than 6, 1 place shall be cut from the placing and awards. If the total number of athletes or teams in an event is less than 3, the event shall be canceled.

OTHERS:
All the attending units should have the casualty insurance in advance against any accident during the competition period. Insurance policy will be checked when doing registration. Athletes without insurance policy are not eligible to participate in the competition.
